Big shame as Mombasa and Nairobi Counties miss Climate Resilience Action Fund due to non-compliance.




“We are in great shock and disbelief as key players in the Climate Action Programs that, out of the 47 counties across the country, Mombasa and Nairobi Counties will miss the grant funded by the National Treasury under Financing Locally Led Climate Action Program(Flocca).

Under the Paris Convention, the World Bank, Danida and SIDA funded the Kenyan Government through the National Treasury under FLLOCA program to deliver locally led climate resilience actions and strengthen County and National Government capacity to manage climate risks. The funding aims at strengthening local resilience to the impact of climate change, natural hazards and other shock/stressors by building local capacity to plan, budget, implement and monitor resilience investments in a way that promotes collaborative partnerships between communities, national and county government.

For every County Government to be eligible for the funding, the following requirements must be achieved:

1)    Review the County Climate Change Act and identify gaps in the respective legislations as assessed against National Legislations and International Best Practice.

2)    Come up with a policy document that will show a blueprint that defines the goals of the intended climate resilience program.

3)    Allocate a certain percentage budget for the program. For example, 2-3% of the annual budget and the National Treasury will fund the rest through Financing Locally Led Climate Action Program (FLLOCA)

4)    Develop a Climate Risk Assessment report for the projects.


It’s very disgusting that, Mombasa and Nairobi Counties cannot meet the requirements yet the other 45 counties across the country have already complied.

As the voice of the voiceless it’s very shocking particularly to the County of Mombasa which is the epitome of all Blue Economy projects due to its location as far as maritime activities are concerned. You cannot speak of Blue Economy without mentioning Mombasa City which is heavily relied on by other counties in the coastal region and Kenya at large. 

We as non-state actors we request the County Government of Mombasa through the Governor, Hon. Abdulswamad Sharrif Nassir and his Members of County Assembly to let us know the challenges the county is facing such that it cannot comply with simple requirements as outlined above. We are ready to come in and assist where necessary to avoid missing the chance to get funds that will boost climate resilience actions in the County.”
